Facebook Ads for COD in Kenya & Tanzania: Testing, Kill Rules and Scaling

A practical Meta ads framework for cash-on-delivery sellers in East Africa — campaign structure, ABO testing with small budgets, creative angles, kill rules and how to scale without breaking profit.

In COD, a cheap lead is not a win. A lead only becomes money after it is confirmed and delivered. This framework is built around that reality: test cheaply, judge on delivered orders, and scale only what is profitable.

1. Set up tracking before you spend

  • Install the Meta pixel on your landing page (on WordPress the official Meta pixel plugin is the simplest).
  • Fire a Lead event when the COD order form is submitted — that is your conversion.
  • Send every order to one place (Google Sheets or your COD dashboard) with the ad name or UTM, so you can see which creative brings orders that actually get delivered.

2. Choose the objective

For most COD landing pages, use the Leads objective (website conversion location) optimised on the Lead event. Meta then looks for people who fill forms — exactly what a COD order is. Once a product has volume and stable data, you can test a Sales/Purchase setup, but start with Leads.

3. Testing structure: one product, one campaign

Level Setting
Campaign One campaign per product. Budget at ad set level (ABO).
Ad set $5/day each. Country: Kenya or Tanzania. Age 22–55 to start, gender only if the product is clearly gendered. Advantage+ audience / broad.
Ads 2 videos per ad set, each with its own primary text.
Number of ad sets 3–5 ad sets = 3–5 different angles.

Why ABO with small budgets? Each angle gets a fair amount of spend, and you see clearly which one works before Meta pushes everything to a single ad.

4. Creatives decide 80% of the result

The audience is broad; the video does the targeting. For every product, prepare at least 3 angles:

  1. Problem angle — show the pain first ("Knee pain when you climb stairs?").
  2. Result angle — before/after, the product working in the first 3 seconds.
  3. Convenience/gift angle — "Pay when it arrives", "Perfect gift for your mother".

Rules that work in East Africa:

  • Hook in the first 3 seconds. No logos or slow intros.
  • Local faces, local voice. Swahili voice-over or subtitles for Tanzania; English + Swahili for Kenya.
  • Show the price and "Pay on delivery" on screen — it removes the main fear.
  • UGC style (phone-filmed, someone talking to camera) usually beats polished studio videos.
  • Picture ads with a story-style text can also win — test them next to videos.

5. Kill and keep rules

Give each ad set 2–3 days or about 2–3× your target cost per lead in spend before judging.

Situation Decision
Spent 2× target CPL with 0 leads Turn off
CPL above target after 3 days Turn off the weak video, keep the better one one more day
CPL on target, confirmation rate below ~60% Check lead quality: copy may attract the wrong people (wrong price expectation, wrong region)
CPL on target and good confirmation/delivery Winner — move to scaling

Your target CPL comes from your margin. Example: if you can pay $10 per delivered order and 50% of leads get delivered, your max CPL is $5.

6. The metrics that matter (in this order)

  1. Cost per delivered order — the real cost.
  2. Delivery rate (delivered ÷ leads).
  3. Confirmation rate (confirmed ÷ leads).
  4. CPL (cost per lead).
  5. CTR and hook rate (3-second views ÷ impressions) — diagnostics for creatives.

A creative with a slightly higher CPL but better delivery rate is the better creative.

7. Scaling without breaking profit

Vertical scaling: raise the budget of a winning ad set by 20–30% every 48 hours while cost per delivered order stays on target.

Horizontal scaling: duplicate the winning ad set (same videos) into new ad sets; test new hooks on the winning video; test a second country.

Move to CBO when you have 3+ proven ad sets: put them in one campaign with campaign budget and let Meta distribute.

Scale in cycles. A simple rule:

Net profit per delivered order Action for the next cycle
Above target Increase volume by 15–25%
Around target Hold volume, refresh creatives
Below target Freeze scaling and stock orders until fixed

8. Creative fatigue

When frequency rises and CPL climbs for 3 days in a row, the audience has seen your video too much. Don't kill the product — feed it new creatives: new hooks on the same video, new faces, new angles. Plan 3–5 new videos per week for each product you scale.

Common mistakes

  • Judging ads on CPL only and scaling products with a 30% delivery rate.
  • Changing budgets, audiences and creatives every few hours (Meta never stabilises).
  • One campaign for all products — you can't read the results.
  • Increasing budget 100% overnight.
